Sanford (Sandy) Horvitz | Senior Program Officer
Sandy Horvitz has over 30 years of real estate experience with a solid background in affordable rental housing financing.  He works with CDC staff and advises on rental housing as well as commercial development.

For many years Sandy served as a consultant primarily to public housing authorities on the design and implementation of redevelopment strategies.  He also worked at Kirkpatrick Petis and United Bank of Denver in the Investment Banking divisions.  He was the director of the Denver Housing Authority and worked in affordable housing in Rhode Island on developing nursing homes and HUD assisted elderly housing.

Sandy has a B.A. in Political Science in urban planning and an M.A. in bilingual bicultural education from the University of Massachusetts at Dartmouth.

Eugene (Gene) Montgomery | Program Officer
Gene Montgomery joined LISC in 2002 after a career working with the city of Jacksonville including the Community Block Grant program.  He also was the city’s Manager of Administrative Services in the Department of Public Works. Gene works with CDC staff on housing development, commercial corridor revitalization, and management matters.

He holds a B.A. in Business Administration from the University of South Carolina.

Robert (Bob) Rodeheaver | Assistant Program Officer
Bob Rodeheaver is the Program Assistant in the LISC Jacksonville office, providing essential back office support in grant/loan management, support to our AmeriCorps program, and logistical support for meetings and events.

Bob joined LISC in 2009 after a 28 year career in Human Resources with both the Duval County Public Schools and the City of Jacksonville. Bob’s HR experience includes overseeing back office processes for hiring staff; drafting and/or maintaining job descriptions/specifications; conducting job audits and salary reviews; and conducting payroll and leave audits. As Human Resources’ Budget Officer he was responsible for developing and monitoring the annual budget. In addition he participated in the Governor’s Sterling Award process which included process mapping of varied human resources functions.

Bob also has six years in accounting for the City of Jacksonville’s Water Services Division and Atlantic National Bank (Wachovia).

He holds a B.S. in Business Management from Jones College, Jacksonville, Florida.

Bob is originally from Western Pennsylvania. He met his wife of 38 years, Susan, at the downtown Jacksonville, Florida USO while stationed at the Mayport Naval Base. After Bob’s honorable discharge in 1971 from the Navy they returned to live in Jacksonville. They have three children and one grand-daughter.

Andrea Walker | Administrative Assistant
Andrea Walker’s duties keep the LISC Jacksonville office organized and operational.  She joined LISC in 2005 from Wachovia where she was a Data Editor in the mortgage loan department.   Andrea is a Jacksonville native and graduate of Raines H.S
